The benzene action level is not an ambient air standard. EPA did not establish the fenceline monitoring program as a risk reduction step under the Clean Air Act section 112(f)(2). Data is facility reported, only refineries are currently required to monitor (i.e., excludes chemical manufacturing), only includes one chemical (benzene), concentrations represent a two-week averaging period, so these data can’t be used to identify shorter periods of elevated benzene concentrations within the two week period.
